Authored by Professor John A. Quelch, the case study details Access Health CTs marketing efforts to enroll Connecticut residents in quality, affordable health care coverage under the Affordable Care Act. This was a landmark policy change for health care in the United States, and the implementation of a health exchange under the Affordable Care Act certainly presented many challenges, said Access Health CT CEO Kevin Counihan. Our entire team learned so much during this first year that will guide our approach for future open enrollment cycles, and were pleased that students enrolled at the Harvard School of Business and Harvard School of Public Health will have the opportunity to share in learning from our experiences. The case study details how the Access Health CT team came together to build a state-based health exchange from the ground up and provides an overview of the marketing tactics employed to educate consumers and promote enrollment. Our marketing efforts began over a year before the first open enrollment cycle so we could introduce the exchange to consumers and generate awareness and interest before it became time to enroll, said Jason Madrak, Access Health CTs Chief Marketing Officer. Throughout open enrollment, we implemented and refined a unique marketing strategy that reached consumers across a variety of channels, including TV, radio, social media, online advertising, partnerships with media outlets, and in-person outreach.
